Hong Kong multi-party joint drill at Lo Wu Control Point to respond to power supply and system network incidents

On October 9, the Hong Kong Immigration Department organized a collaborative drill at the Lo Wu Control Point, partnering with key agencies such as the Hong Kong Police Force, the Customs and Excise Department, the Electrical and Mechanical Services Department, the Transport Department, the MTR Corporation, and CLP Power Hong Kong. Notably, this exercise also received support from relevant mainland departments.

The drill simulated a power supply and network systems failure on the Hong Kong side of the Lo Wu Control Point, prompting all participating units to implement emergency response measures to maintain safety and order at the control point.

More than 150 personnel were mobilized for this exercise, which depicted a scenario where numerous travelers were processing immigration and customs procedures amid the power failure. To effectively coordinate their efforts, a joint command center was established on-site, involving the Immigration Department, Police Force, Customs, and MTR Corporation. Teams from various Hong Kong agencies maintained swift and effective communication with mainland border control personnel, activating necessary coordination mechanisms.

In response to the simulated power outage, the Electrical and Mechanical Services Department promptly deployed personnel to assess the situation and provide assistance. Meanwhile, CLP Power sent a mobile generator to ensure emergency backup electricity. Additionally, the Transport Department and MTR Corporation reviewed and adjusted train services between Lo Wu and downtown Hong Kong based on the situation. The Police Force played a crucial role in maintaining public safety and order, managing crowd control, and facilitating the safe return of departing travelers to downtown Hong Kong or other control points.

The Immigration Department emphasized that this drill provided an opportunity for the Hong Kong Special Administrative Region government and related agencies to evaluate their response capabilities during various incidents, ultimately enhancing cooperation and communication among all parties during large-scale emergencies.
