On October 25th, the Liaoning Provincial Council for the Promotion of International Trade (CCPIT) announced that its Secretary and President, Pang Baoguo, recently led a delegation of officials from the CCPIT and the Liaoning International Chamber of Commerce to the Liaoning Gongchangling Economic Development Zone. The purpose of this visit was to conduct research on the investment environment, advantageous industries, recruitment projects, and the status of foreign cooperation within the development zone. During this visit, a strategic cooperation framework agreement was signed between the CCPIT and the management committee of the Gongchangling Economic Development Zone.

This strategic cooperation agreement is a key initiative in the CCPIT’s “Six Connections” action plan, which aims to bridge government and businesses, integrate internal and external markets, connect supply and demand, closely engage with enterprises, provide a platform for cooperation, and link markets. Both parties will deepen their cooperation in five main areas: expanding external publicity, promoting project negotiations, organizing specialized recommendations, sharing information resources, and providing comprehensive services via think tanks. This collaborative effort is aimed at promoting the high-quality economic development of the development zone and helping Liaoning establish itself as a new frontier in foreign trade.

During the research visit, a discussion meeting was held, chaired by Wu Bo, a member of the Liao Yang Municipal Committee, spokesperson for the Propaganda Department, and Party Secretary of the Gongchangling District. Zheng Gaofeng, the Deputy Secretary of the Gongchangling District Committee and Director of the Economic Development Zone Management Committee, provided an introduction to the investment opportunities in the area. Zhang Donghui, Chief Representative of the Liaoning International Chamber of Commerce’s Far East Representative Office in Russia, shared insights on cooperation with Russia and made suggestions to enhance investment attraction efforts. Additionally, Che Zhongkuan, the head of the “Invest in Liaoning” platform, elaborated on the platform’s operations and how it could leverage resources to expand investment recruitment channels.

Pang Baoguo emphasized the CCPIT’s unique advantages in international engagement. He highlighted that the CCPIT has established friendly relationships with 327 economic and trade institutions across 78 countries and regions. With six overseas economic and trade representative offices currently operating in locations such as Pakistan, Russia’s Far East, Germany, Côte d’Ivoire, Indonesia, and New Zealand, the CCPIT has effectively supported local investment attraction and assisted enterprises in entering international markets. The Gongchangling Economic Development Zone boasts a convenient land transportation network and abundant natural and mineral resources, forming a solid foundation for regional growth. The CCPIT aims to closely cooperate with the development zone to leverage its strengths, integrate resources, and expand foreign cooperation channels.

Wu Bo noted that the strategic partnership between the Gongchangling Economic Development Zone and the CCPIT would inject new momentum and bring fresh opportunities for the development zone. He expressed the willingness of the development zone to work hand in hand with the CCPIT to achieve high-quality growth in international trade and investment.

During the visit, Pang Baoguo and his delegation toured key projects within the development zone, including the Renshen Valley, Liaoyang Feitian Crafts Co., Ltd., Liaoning Lingxiushan Shenghui Industrial Group, and the New Bihai Hot Spring Hotel. They aimed to understand the challenges and needs faced by businesses as they navigate international expansion, offering suggestions on how to utilize trade promotion platforms to enter global markets, enhance brand visibility, and boost international competitiveness.
